You may gain FLT if your section uses one (it isn't always used, or there may be other platforms used like the Forklift Rough Terrain (FLRT)).
The licence, which is a civilian qualification, is only valid for two years at a time, so it isn't gained unless it is going to be used and normally only a few soldiers per section hold the qualification at a time.
