Are you able to leave base during phase 2 and 3 training? If so when are you?

Hello,
Yes you are.
When you've completed basic training you can come and go as you please (as long as you're not on duty). Phase 2 training and some other courses sometimes have a curfew.

So are my weekends free to travel back home as long as I’m not on guard duty etc?

That's right, once you've passed training the working hours are similar to any other job. When you're not on duty (e.g. exercise or guard duties) your time is your own.
