During an inspection, who salutes first? The inspector or inspectee?

Just wondering because people keep saying it’s the inspector but I think it’s the other way around.

When saluting, the junior rank salutes first and the senior rank responds. Inspections are normally conducted by a rank senior to the person being inspected, so the latter would salute first.
