why can't i create an account on the create account page i can't even start an application does that mean no more place for commonwealth soldiers

I don't know why you wouldn't be able to make a account online but it is important to know that we are no longer inviting applications from Commonwealth nationals, who have not resided in the UK for more than 5 years. Any commonwealth applications received at the moment will be kept on file. You will be contacted about your application as more roles become available.
