Depending when they applied and what category they applied under depends on the response you would receive. If your application is rejected there is an appeals process for trying to get it overturned. Some applications receive a deferral which prevents people for joining for a period of time. Or you may not have met the right category for applying at the time such as age or nationality requirements.
Nationality requirements have strict rules behind them and either require you to be a UK citizen with a British passport, been in the country for usually 3/5 years, or if applying under commonwealth applications then that has its own process, for more information it may be worth talking to the NRC on 0345 600 80 80.
