my mate failed a cdt when he was in battalion and wants to rejoin , how would he go about this

Hello!
If your mate was in Army Cadets and still meet their requirements, he would have to speak to them. If he was a Officer Cadet at RMA Sandhurst then it would depend on how he failed and main causes behind this.
However if they wanted to join the British Army and met the requirements for applying then your mate would have to find a role that suited them (https://jobs.army.mod.uk/regular-army/find-a-role/) and then apply on the website (https://apply.army.mod.uk/login).
